A state investigation into a program of home health care in Ashe County financed by Medicaid reveals that almost half the recipients in a random sampling do not meet the program's requirements.

As a result, the N.C. Division of Medical Assistance has withdrawn the authority of the Ashe County Council on Aging to place people on the program until its staff gets more training.The report was made public Tuesday. It involves the county's Community Alternatives Program for Disabled Adults, commonly called CAP.
